CPC's Early Childhood Education programs provide high-quality, comprehensive school readiness services to families with ren from birth to 5 years old. Our early hood education services strive to meet preschoolers' needs for intellectual, physical, social and emotional growth. This work prepares York County's young ren to enter kindergarten prepared to learn.


Responsible for the maintenance, configuration, and reliable operation of computer systems and servers. This position ensures the protection of critical information, systems, and assets; builds solutions; implements new software and hardware; provides or procures training; and assists in the development of an overall IT strategy. This position supervises the Network Support Specialist and assists with the resolution of problems and issues with computer and server systems to limit disruption of services. This position works closely with our outside technology consultants in the fulfillment of these responsibilities and coordinates our technology resources across the entire agency and within individual programs.


  • Maintain essential IT operations, including operating systems, security tools, applications, servers (physical and virtual), email systems, laptops, desktops, software, and hardware.
  • Identify and integrate opportunities and linkages across the agency (Office 365 SharePoint environment), other departmental applications (e.g., Child Plus), and with other community agencies.
  • Ensure compliance with all regulatory, access and privacy requirements e.g., HIPAA.
  • Develop specifications for new software applications and hardware.
  • Facilitate the purchase of new software and hardware.
  • Ensure appropriate backup, data protection, and disaster recovery procedures are in place and tested periodically.
  • Ensure adequate capacity, storage, and performance are maintained.
  • Provide or coordinate training for staff.
  • Supervise the Network Support Specialist.
  • Ensure all helpdesk support requests are resolved timely to ensure desktop applications, workstations, and related equipment are operating at optimal levels.

Supervisors must demonstrate competent supervision of staff through:

(a) effective communication with employees, both orally and in writing,

(b) effective interaction with employees, whether individually or in groups,

(c) prompt problem recognition and prompt, constructive, and effective


(d) thorough and fair evaluation of the employee's job performance with

appropriate follow through, whether reward for exceptional performance,

or remediation/discipline for substandard performance,

(e) development of positive relationships with employees from diverse


(f) consistent role-modeling of desirable employee attitudes, traits, and skills,

and consistent role-modeling of CPC's Core Values.

Bachelor's degree in Computer Science, Information Technology, System Administration or a closely related field and 3-5 years of database, network administration or system administration experience; or an Associate degree in Computer Science, Information Technology, System Administration or a closely related field and 5-8 years of database, network administration, system administration experience, or 8 years or more of equivalent work experience. Microsoft certification preferred but not required. Experience developing and implementing IT strategy and plans. Strong working knowledge of effective helpdesk and IT operations best practices, including knowledge of security, storage, data protection, disaster recovery and cloud computing. At least two years supervisory experience preferred.
